Because of the level of the Council's financial activity it is subject to the government legislation on Best Value.  This means that the Council has to review all its services and operations in a rolling programme every five years and has to produce every year a Best Value Performance Plan and is subject to a specific Best Value audit by the Audit Commission.  The Council is obliged to apply to all its services the four "Cs" of:-
